Jennifer Atala advises Klaros and our clients on implementing artificial intelligence (AI) solutions, including managing risk and developing AI governance frameworks. 

Most recently, Jennifer led Capital One's first-line Generative AI (GenAI) and AI/ML enterprise services risk team, overseeing risk strategy and assessments for novel GenAI capabilities, and aligning executive stakeholders across risk, business, and technology functions. Immediately prior, she served as a senior career official in the U.S. Department of Homeland Security, where she co-led the Secretary’s AI Safety and Security Board to develop a first-of-its-kind AI governance framework for critical infrastructure. Before that, she served as a Senior Policy Advisor in the Office for Civil Rights and Civil Liberties, establishing DHS's first cross-sector responsible AI engagement strategy. Earlier in her career, including as an entrepreneur and principal of Inara Strategies, LLC, Jennifer spent over a decade building global economic development and digital transformation initiatives across the Middle East, Africa, Europe, and Asia. Through strategic partnerships and systems-level analysis, she collaborated with governments, investors, and Fortune 100 and 500 companies—including Cisco, eBay, HP Inc., and Starbucks—to build sustainable tech entrepreneurship ecosystems that expanded digital inclusion and regional market development.

Jennifer holds a BA from the University of Chicago and an MA from Johns Hopkins School of Advanced International Studies (SAIS). She has been recognized as a 2025 FedScoop Technology Executive Leadership Award nominee and by the Center for Strategic and International Studies as one of its "Top 50 Under 50" leaders in foreign affairs and national security.
